An anchor plan is the campaign-level document that sets, per target page, the mix and phrasing of anchors before outreach begins — so every placement serves a deliberate profile instead of accumulating whatever each negotiation produced.

The plan exists because anchors are decided at the moment of placement, and the moment of placement is the worst time to decide them — mid-negotiation, anchor choices drift toward whatever the publisher prefers or whatever the keyword list says.

The plan settles it in advance: per target page, the anchor approach (brand anchors as the default — they travel, they read naturally, they never look manufactured; descriptive anchors where they add reader value, phrased from real search language; URL anchors where the publisher’s style suits them), the ratio guidance at campaign level (the whole profile’s shape reviewed, not each link in isolation), and the hard rules — no repeated exact-match keyword anchors across placements, no keyword-stuffed “here’s the anchor” demands that sour negotiations.

The plan is agreed with the client before prospecting, so the approval packs carry it, and every placement’s anchor is checked against it rather than debated from scratch. The international layer adds the phrasing rule: brand anchors cross languages unchanged; descriptive anchors are written fresh in the market’s language — never translated from the English keyword list. The review loop closes the system: quarterly, the accumulated anchor report is read against the plan — drift caught (a vendor quietly leaning keyword-heavy), balance checked (the profile still reading as people chose these links, not a formula did).

The plan costs an hour to write and is the difference between an anchor profile and an anchor pattern.
