They answer different questions. Links transfer authority to specific URLs and remain a core ranking input; mentions build recognition — the thing that makes a name familiar when a buyer meets it in a comparison, and the raw material AI engines draw on when asked to recommend tools. The evidence for the AI side is a correlation, not a law: Ahrefs’ 75,000-brand study found branded web mentions far more strongly associated with AI Overview presence (0.664) than backlinks (0.218), with the honest caveat that famous brands get mentioned because they are famous. A budget split follows the buyer’s gap.
A site with few referring domains and weak rankings needs links first — mentions of a name nobody can find do less work. A site with healthy links but absent from AI answers and comparison coverage needs mentions where engines read: the review roundups and alternatives pages that answers cite. Most mature programmes run both deliberately — many placements do double duty, since a well-placed mention in a roundup often carries a link too.
What does not work is either/or dogma: link-only campaigns can rank a site that neither buyers nor engines can describe, and mention-only campaigns can build a famous name around pages that never rank. The plan decides the mix per page and per market, and the reporting tracks each separately: links by go-live and survival, mentions by presence and context quality.
