The corollary discipline for agencies: the small-set argument is only honest when the small set is actually small — a “quality” programme delivering twenty placements a month across dozens of clients needs a publisher graph that deep verification can’t supply, and the floor quietly becomes a sorting heuristic. The honest statement of the trade: fewer placements mean slower visible movement month to month — and faster compounding over quarters, because nothing needs cleaning up and everything keeps working.
